About the Treaty Authority
The Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria.
The Treaty Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders including the First Peoples’ Assembly, the State of Victoria and Traditional Owners in Victoria.

About the Role
The role of the Operations Officer is crucial to the organisation and coordination of the broader operational activities within the Treaty Authority focussing on supporting day-to-day operational support in the form of general governance, business services, procurement, IT services, compliance, safety and risk, project management and financial reporting and control.
The Operations Officer will play a key role in maintaining a productive and efficient work environment.
Key Duties
- Support the Operations Manager in the compliance, safety and risk governance across the Treaty Authority, through the Audit and Risk Management Framework.
- Monitor the health and safety system ensuring compliance with legislation.
- Oversee the planning and execution of smaller operational projects, including progressing minor fit-outs and building works.
- Provide support at governance meetings by preparing and circulating governance papers, maintaining the decisions and action register and supporting the continuous improvement of corporate governance practices.
- Work with the Operations Manager to ensure the Treaty Authority is compliant with various legislation, regulations and organisational policies.
- Assist to optimise and streamline business processes across the Treaty Authority’s operations to improve efficiency, reduce costs and enhance productivity.
- Develop, implement and maintain a set of aligned Standard Operating Procedures (SOPs) for the Treaty Authority’s general operations to ensure consistency and effectiveness across the organisation.
- Assist in the management of procurement projects and ensure procurement of goods and/or services at the Treaty Authority is effective and compliant with the organisation’s Procurement Framework.
- Support organisation-wide systems, tools and processes to maintain good practice procurement and train Treaty Authority staff in best practice procurement.
- Under the guidance of the Operations Manager, assist in managing and overseeing the implementation and rollout of new technologies or systems to enhance operational efficiency.
- Support the management of IT service delivery agreements with external providers ensuring services are delivered to expectations and meet organisational and contract requirements.
- Champion staff to maintain high-quality document management protocols using SharePoint as the Treaty Authority’s intranet.
Selection Criteria
- Experience in a mid-level operational role is essential.
- Involvement in coordinating or managing external service providers.
- Strong working knowledge of Microsoft Office platforms.
- Deep understanding of office procedures, recordkeeping and business practices.
- A comprehensive understanding of WHS frameworks and legislation.
- Passionate about being part of a reform to benefit First Peoples in Victoria.
- Results–focussed with a proactive approach and highly motivated to achieve outcomes.
- Ability to manage multiple priorities and meet deadlines, with a high degree of accuracy and confidentiality.
This position is commensurate with VPS5 range starting at a salary of $106,534 plus superannuation, depending on the successful applicant’s experience.
